* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...A portion of southeast Virginia, including the following areas, Chesapeake, Hampton/Poquoson, Isle of Wight, James City, Newport News, Norfolk, Portsmouth, Suffolk, Surry, Virginia Beach and York. * WHEN...From 1 PM EDT this afternoon through this evening. * IMPACTS...Excessive runoff may result in flooding of low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Numerous showers and thunderstorms are expected this afternoon through early evening. Rainfall rates could exceed 2 inches per hour at times, with localized totals of 3 to 5 inches possible in a few spots. While antecedent conditions have been dry, this would be enough to cause flooding in urban and poor drainage areas. - http://www.weather.gov/safety/flood
