* WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...Portions of northeast New Jersey, including the following counties, Bergen, Essex, Hudson and Union and southeast New York, including the following counties, Bronx, New York (Manhattan) and Richmond (Staten Island). * WHEN...Until 145 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas, as well as quick responding streams and small rivers. * ADDITIONAL DETAILS... - At 1041 AM EDT, Doppler radar indicated moderate to heavy rain. This will cause urban and small stream flooding. Between 1 and 3 inches of rain have fallen. - Additional rainfall amounts up to 1 1/2 inches are expected over the area through 1 pm. This additional rain will result in minor flooding. - Some locations that will experience flooding include...
